Alfred Repels the Barbarians? Contested Road Development in England 1970-1996

Abstract

The late twentieth century in Britain saw road development become a contested issue as local campaigns for and against planned developments took place in different settings. These campaigns can be explored from many perspectives including changing attitudes to planning and modernisation; environmental issues and awareness; attitudes to landscape and the rural environment; and the politics of the environment and of protest. This study takes a multi-faceted approach to look in detail at three English locations where proposed road development was contested and where both the urban and rural environment were impacted. These are the M3 motorway at Winchester in Hampshire, the Aire Valley trunk road in West Yorkshire and the Newbury bypass in Berkshire. Each case involved a controversy that lasted over many years, and the study explores them from the perspective both of official planners and of local campaigners for and against the plans. The thesis argues that previous studies have focussed on the direct action protests of the early 1990s and have given less attention to the earlier phases of controversy. It shows how these earlier phases demonstrate a more complex picture in which the contest took many forms: between central government and local communities; between different views within local communities; between the interests of the urban and rural environment; between differing perceptions of environmental threats and how to respond to them; and between different attitudes to democratic participation and protest. It argues that the cases demonstrate the continuing relevance of ‘planner-preservationism’ to both planners and anti-road campaigners; it explores the ways in which local campaigns for and against road development defined and presented their views while attempting to build local support and to influence national policy; and it explores how these cases can be understood in relation to the wider political history of the period.
